Every engineer clears five layers before they are eligible for any role. It is scored against a threshold, not a preference — engineers who do not clear it do not enter the pool. Within the community, the Top 1% Standard is a six-skill, pass-or-fail certification benchmarked to a Silicon Valley bar: target environment, AI-augmented stack, quality standards evidenced in code review, live synthesis, measurable impact checked against references, and English at a B2 floor or C1 for lead roles.
